President & Chief Executive Office (CEO)

Starting his career in environmental engineering and now leading the firm as President and CEO, he brings 15 years of engineering and executive leadership experience. He is a licensed Professional Engineer in Puerto Rico, the U.S. Virgin Islands, and Florida, and his leadership is grounded in trust, building strong relationships and delivering reliable results.

Eliud J. Vega Vazquez, MSE, PE, PMP
Chief Operating Officer (COO)

Possessing 20 years of experience in engineering, project management, and operational leadership, he holds a Master of Science in Engineering and is a licensed Professional Engineer in Puerto Rico and Florida. As COO, he brings a results-driven approach to managing complex projects and optimizing performance across the firm. His commitment to excellence is reflected in every detail, from technical precision to client satisfaction, ensuring the highest standards in all aspects of execution.

Rafael René Díaz Vazquez, MS Env., PE
Mechanical, Electrical and Process Manager (ME&P)

Holding over 10 years of experience in engineering design and environmental systems, he holds a Master’s degree in Environmental Engineering and is a licensed Professional Engineer in Puerto Rico and Florida. As ME&P Manager, he leads multidisciplinary teams in delivering integrated, high-performance solutions. His work is driven by a passion for continuous improvement and creative problem-solving, making innovation the core value that defines his leadership and technical approach.

José E. Cardona Rivera, PE, PS
SDC and Field Services Manager

With a track record of over 15 years of experience in construction support and field services, he is a licensed Professional Engineer and Professional Surveyor in Puerto Rico. As Services During Construction (SDC) and Field Services Manager, he plays a critical role as the liaison between designers, contractors, and clients, ensuring that project execution aligns with design intent and client expectations. His leadership is grounded in the core value of responsibility, consistently promoting accountability, clear communication, and technical excellence throughout every phase of construction.

José M. Marquez Naveiras, MECE, PE
Civil and Structural Manager

With a career shaped by two decades of structural engineering and project leadership, he holds a Master’s degree in Civil Engineering with a focus on structural design. Licensed in Puerto Rico, Florida, and the U.S. Virgin Islands, he leads complex structural projects with a forward-thinking approach. His work is driven by innovation, integrating advanced methodologies and technologies to enhance the resilience and quality of the built environment.

Senior Project Manager

Rooted in civil and environmental engineering, she has built a reputation for technical precision and regulatory expertise. Holding a Master’s degree in Civil Engineering with a concentration in water treatment, she is a licensed Professional Engineer in Puerto Rico.  Her core value is adaptability, leading with agility to meet evolving client and industry needs.

Administration and Internal Control Manager

Trusted for more than 15 years in business administration and internal operations, she has a strong foundation in organizational management and process control. As Administration and Internal Control Manager, she ensures the firm’s internal systems run efficiently and in alignment with strategic goals. Her leadership is guided by the core value of responsibility, maintaining transparency, consistency, and accountability across all administrative functions.

Having spent the last 8 years immersed in control & power system distribution in electrical engineering, he has developed experience for delivering high-impact solutions and fostering team collaboration. He is a licensed Professional Engineer in Puerto Rico and the U.S. Virgin Islands.  As Group Leader, he oversees electrical systems design and coordination, fostering teamwork and technical excellence. His leadership is defined by the core value of collaboration, ensuring seamless integration across disciplines and consistent communication throughout every project.

Permitting Group Leader

Specializing in regulatory compliance, she brings a decade of hands-on experience and holds a Bachelor’s degree in Chemical Engineering.  As a certified Engineer-in-Training in Puerto Rico, she leads permitting efforts with precision and adaptability. Her leadershipreflects a deep understanding of evolving environmental regulations and a commitment to efficient, accurate execution.

With nearly 17 years of experience in environmental science and geospatial technologies, she leads GIS initiatives that support planning, analysis, and informed decision-making.  As GIS Specialist & Group Leader, she ensures data accuracy and spatial insight across projects. Her work is guided by trust, fostering transparency and strong client relationships through reliable data.
